Support Anna Hazare's demand for greater public role in the Anti-Corruption Bill (Lokpal Bill)

Veteran social activist Anna Hazare began a fast unto death at the capital's landmark Jantar Mantar demanding greater public role in the Anti-Corruption Bill (Lokpal Bill), which has now been considered and put aside by successive regimes for the last 42 years.

Dr. Singh,

I have started my indefinite fast at Jantar mantar. I had invited you also to fast and pray for a corruption free India on 5th April. Though I did not receive any reply from you, I am hopeful that you must have done that.

I am pained to read and hear about government's reaction to my fast. I consider it my duty to clarify the points raised on behalf of Congress party and the government by their spokespersons, as they appear in media:

1. It is being alleged that I am being instigated by some people to sit on this fast. Dear Manmohan Singh ji, this is an insult to my sense of wisdom and intelligence. I am not a kid that I could be "instigated" into going on an indefinite fast. I am a fiercely independent person. I take advice from many friends and critics, but do what my conscience directs me to do. It is my experience that when cornered, governments resort to such malicious slandering. I am pained that the government, rather than addressing the issue of corruption, is trying to allege conspiracies, when there are none.

2. It is being said that I have shown impatience. Dear Prime Minister, so far, every government has shown complete insensitivity and lack of political commitment to tackling corruption. 62 years after independence, we still do not have independent and effective anti-corruption systems. Very weak versions of Lokpal Bill were presented in Parliament eight times in last 42 years. Even these weak versions were not passed by Parliament. This means, left to themselves, the politicians and bureaucrats will never pass any law which subjects them to any kind of objective scrutiny. At a time, when the country has witnessed scams of unprecedented scale, the impatience of the entire country is justified. And we call upon you, not to look for precedents, but show courage to take unprecedented steps.

3. It is being said that I have shown impatience when the government has "initiated" the process. I would urge you to tell me - exactly what processes are underway?

a. You say that your Group of Ministers are drafting the anti-corruption law. Many of the members of this Group of Ministers have such a shady past that if effective anticorruption systems had been in place, some of them would have been behind bars. Do you want us to have faith in a process in which some of the most corrupt people of this country should draft the anti-corruption law?

b. NAC sub-committee has discussed Jan Lokpal Bill. But what does that actually mean? Will the government accept the recommendations of NAC sub-committee? So far, UPA II has shown complete contempt for even the most innocuous issues raised by NAC.

c. I and many other friends from India Against Corruption movement wrote several letters to you after 1st December. I also sent you a copy of Jan Lokpal Bill on 1st December. We did not get any response. It is only when I wrote to you that I will sit on an indefinite fast, we were promptly invited for discussions on 7th March. I wonder whether the government responds only to threats of indefinite fast. Before that, representatives of India Against Corruption had been meeting various Ministers seeking their support for the Jan Lokpal Bill. They met Mr Moily also and personally handed over copy of Jan Lokpal to him. A few hours before our meeting with you, we received a phone call from Mr Moily's office that the copy of Jan Lokpal Bill had been misplaced by his office and they wanted another copy. This is the seriousness with which the government has dealt with Jan Lokpal Bill.

d. Dear Dr Manmohan Singh ji, if you were in my place, would you have any faith in the aforesaid processes? Kindly let me know if there are any other processes underway. If you still feel that I am impatient, I am happy that I am because the whole nation is feeling impatient at the lack of credible efforts from your government against corruption.

4. What are we asking for? We are not saying that you should accept the Bill drafted by us. But kindly create a credible platform for discussions . a joint committee with at least half members from civil society suggested by us. Your spokespersons are misleading the nation when they say that there is no precedent for setting up a joint committee. At least seven laws in Maharashtra were drafted by similar joint committees and presented in Maharashtra Assembly. Maharashtra RTI Act, one of the best laws of those times, was drafted by a joint committee. Even at the centre, when 25,000 tribals came to Delhi two years ago, your government set up a joint committee on land issues within 48 hours. You yourself are the Chairperson of that committee. This means that the government is willing to set up joint committees on all other issues, but not on corruption. Why?

5. It is being said that the government wants to talk to us and we are not talking to them. This is utterly false. Tell me a single meeting when you called us and we did not come. We strongly believe in dialogue and engagement. Kindly do not mislead the country by saying that we are shunning dialogue. We request you to take some credible steps at stemming corruption. Kindly stop finding faults and suspecting conspiracies in our movement. There are none. Even if there were, it does not absolve you of your responsibilities to stop corruption.

    Respected Sri Anna Hazare, and Sri Prashant Bhusanji,

    Since UPA Government does not want to allow you to sit on Fast at any public place, conssidering such undemocratic attitude of the Government, this is my humble suggestion to you to start your Fast on a Moving Vehical, like a Minibus, Bus, which can move in any small or big Road, without any trafic restruction, in any area, except restricted areas for security reasons. This will be much more effective.

    In 1980 I sat on Fast unto Death against Monopoly producers of Aluminium (since then aluminium was under Control and was only availble in vlack market, due to cartel developed by Monopoly Producers), including Bharat Alumiunim Co. Ltd., just from my residence. People supporting me, surprised to see that evey day matter became more effective, and on 9th day of my Fast Chairman of Bharat Alumiunim Co. Ltd., given in writing for fair distribution of aluminium. In fact I served a Notice to Alumiunium Producers that they are invited to depute some one to see that my Fast is authentic or not and that they can depute some Doctors to test every day my blood testing to satisfy that my Fast is genuin, since I am following this procedure by aappointing my own Doctor, and released Doctors Report every day, with every days weight.

    The Anna Hazare team on Thursday expressed satisfaction over the venue offered to them by police for holding the indefinite fast against Lokpal Bill even as they denied any going back on their stand on the legislation.

    The core committee of the Hazare team met here on Thursday morning. The meeting was attended by Hazare and others including, activist Arvind Kejriwal.

    "We are satisfied with the venue provided by Delhi Police. It is at a good location. Core committee is chalking out the plan on how to go about the fast," he told reporters.

    Delhi Police on Wednesday night offered Jai Prakash Narain Park adjacent to Firoz Shah Kotla Ground as the venue for his protest against the Lokpal Bill subject to permission from the land owning agency.

    Kejriwal said there was no going back on the demands raised by them.

    "We are not ready to compromise with anyone till our demands are met. The deadlock continues. We are open for any dialogue but there is no invitation from the government yet," he said.

    His comments came when asked about activist Swami Agnivesh's comments that the Hazare team was "very very flexible" on issues like inclusion of Prime Minister or higher judiciary under ambit of the ombudsman but the sticking point is bringing lower bureaucracy in it.

    we have to fight corruption. Its not anna's fight its.. eradicating corruption is a our national dream come true

    7th Day of Anna Fast. Sunday (21/08/2011) converted as Annaday. He lost 5 Kg. Weight. Inspite of some alarming development, Overall Health Condition otherwise is OK.



    Civil Society never undermined the Parliament and the Constitution. Rather Politicians undermined the Civil Society and made more than 100 Amendments in the Constitution to suit them and their whimsical governance.



    However, Union Government has lost its moral authority to continue on its stand on Lokpal Bill which is pending before the Parliamentary Standing Committee. Therefore, it is wise for the Government to place and adopt a Resolution in both the house of Parliament on 23rd August, 2011 to withdraw the present Lokpal Bill, and simultaneously present the ‘Jan Lokpal Bill’, and without forwarding it to Standing Committee, also start clause by clause discussions after suspending all other business, because Government cannot claim that in recent past it did not pass any Bill, without sending to the respeective Standing Committee. And also made a statement that Government will also present Judicial Accountability Bill in this Session itself, after discussion with the Civil Society and others, and same will be passed without forwarding to respective Standing Committee.

    Otherwise Government will bound to lose its moral authority to govern the nation.

    If aforesaid Suggestion materialise, this is my personal views that in such circumstances, Anna can broke his Fast

    Reportedly Anna has been offered new vanue for Fast at Ramlila Maidan and Municipal Corporation of Delhi will give permission for Fast for 15 Days. Sri Sri Ravi Shankar reaches Tihar Jail to meet Anna Hazare, and Swami Randevji also reached outside Tihar Jail.

    It is expected that at any time Anna Hazare may come out from Tihat Jail and continue his Fast at new Venue.

    Prime Minister Dr. Manmohan Singh, on the issue of Anna hazare, made a Statement in both house of Parliament, but failed to show any political will, which can address the cancer suffered by Indian Democracy and caused by Corruption. He tried to justify that Anna is imposing his Bill of Lokpal upon the Parliament. He further tried to justify that Parliament is sovereign, ignoring and forgetting the fact that Constitution not the Parliament is sovereign, otherwise till now more than hundred of amendment in the Constitution could not have been enacted. He also tried to justify the Police's illegal and undemocratic action to fix period of protest, number of protesters, and manner of protests.

    In fact statement made by the Prime Minister Dr. Manmohan Singh is just a bad peace of paper, which should be placed in dustbin.

    Anna Hazare has been sent to seven days in judicial custody. He is being taken to Tihar Jail. The 74-year-old anti-corruption crusader refused to apply for bail after being arrested in the capital today.

    Delhi Police say Mr Hazare had to be detained and then placed under "preventive arrest" to maintain law and order in the capital. Because the activist leader refused to obey orders not to fast. A united Opposition has slammed the government, saying it is Emergency again. And demanded that Anna be freed. Now. The government says it was "a painful duty" to arrest him; in a very high-level huddle, senior ministers Pranab Mukherjee and P Chidambaram met Rahul Gandhi a little after noon on Tuesday. This after the Opposition forced an adjournment of Parliament over the issue.

    In cities, big and small, across the country, angry people have taken to the streets in protest against Anna Hazare's arrest.

    A day of much action began early. At 7.30 am on Tuesday morning, minutes before Mr Hazare was to set out for his fast against corruption, about a dozen policemen in plain clothes detained him at fellow-activist Prashant Bhushan's residence at Supreme Enclave in Delhi's Mayur Vihar, where he was staying. They tried to whisk him away in a white Innova car, but hundreds of angry protesters ensured that the car could barely move for over an hour.

    Mr Hazare, with several of his key aides who are now also under arrest, was taken to the Delhi Police Mess near Oberoi Maiden in north Delhi and was produced before a special executive magistrate there. He was then taken to the office of the DCP (West) from where he is being shifted to Tihar Jail.

    The police action foiled his plan to fast at Delhi's JP Park, but Anna has not eaten or even had water since early morning, say members of his team.

    Defiance of police orders unacceptable: Chidambaram
    Under attack from all quarters, the government has justified the police action on Anna. Home Minister P Chidambaram, not allowed to make a statement in Parliament by a belligerent Opposition, called Anna Hazare's detention a "painful duty," carried out because of "breach of peace." He was at pains to say that the government was not against peaceful protest, but said Team Anna was detained because it had refused to comply with six of the police's 22 conditions and made clear that it would defy orders not to hold their protest fast.

    "It is unacceptable to defy police conditions...I inform you with regret that this action has been taken." Mr Chidambaram said, adding that Anna and six other people had been detained under Section 151 of the CrPC and taken to the police mess at Alipur road. He said a little over a 1000 people had been detained elsewhere in Delhi and most of them were at the Chhatrasal Stadium in north Delhi.

    Parliament opened to chaos on Tuesday. The BJP gave a notice for suspension of Question Hour to discuss the Anna Hazare issue. The government said it was ready for a discussion after Question Hour, at noon. There was no meeting ground - when Mr Chidambaram offered to make a statement in Parliament, the Opposition said it will settle for nothing less than a statement from the Prime Minister.     Countrywide crusade
    Anticipating arrest, Anna recorded an appeal to people to come forward for what he called the "second freedom struggle" in peaceful protest and said a second line of leaders would continue to lead the movement. But on Tuesday morning, this second line and core members of Team Anna - Arvind Kejriwal, Manish Sisodia and Kiran Bedi- were detained too and taken to the police mess.     A third line of crusading leaders went underground to gather support using mobile phones and social media and surfaced a little before noon to decry Mr Hazare's arrest and to exhort people to come out in large numbers in protest. In Mumbai almost a 100 supporters have courted arrest.

    In Bangalore, 87,000 of 100,000 IT employees have signed up to join the India Against Corruption movement. There is massive support in Kolkata too. In Chennai, Mahatma Gandhi's personal secretary Kalyanam is among about 300 people on hunger strike; 30 people have courted arrest. There are protests in Lucknow and Guwahati too.     In the capital, the supporters that followed Anna's car as he was being taken away vowed to continue their fight against corruption at Rajghat, where Anna was to have gone before setting out for JP Park where he planned to fast. Delhi Police has imposed Section 144 at several places in the capital, including central Delhi, JP Park, Rajghat and Dilli Gate. At Rajghat, the police is not allowing people to gather in large numbers. Any large groups are being disbanded, put in buses and taken away to Chhatrasal Stadium.

    At JP Park, where Anna was to sit on fast, protesters poured in ready to court arrest. Hundreds also gathered at Chattrasal stadium. Activist-lawyer Prashant Bhushan said at 4pm today, protesters would march from the Pragati Maidan metro station to JP Park. He also announced that at 4 pm on Wednesday, a big march would be organised from India Gate to Parliament House. He appealed to all people to join the march and asked government employees to take mass leave for a day.

    Team Anna has asked people to wear black bands and to use social media and SMSes to help gather more people.

    BJP, Left slam government
    The NDA met before Parliament convened today to decide on its strategy and the Opposition has asked for a discussion in Parliament. But in swift reaction to the police action, the BJP slammed the UPA government for detaining Anna Hazare. BJP patriarch L K Advani said he was not surprised at the detention. "I am not surprised at this development. This is the direction in which this government is moving. Instead of dealing with the problem of corruption and owning responsibility, it is trying to find scapegoats and stopping peaceful protests," Advani said. (Read: Advani slams Govt)

    The Left criticized the detention as an attack on the democratic right to protest peacefully, but the CPI also appealed to Anna Hazare not to fast and to have faith in Parliament. (Anna's detention unconstitutional: Left)

    A CPM statement read: "This is an attack on the democratic rights of citizens to protest peacefully. It shows how the Congress leadership is intolerant to any anti-corruption movement as their government is itself steeped in high-level corruption. The Polit Bureau reiterates that the official Lok Pal Bill presented in parliament is weak and inadequate.
